A Kézikönyv az Európai Unióról megelőző kiadásai az integrációs ismeretek után érdeklődők széles köréhez jutottak el. Őszinte örömömre politikusok, köztisztviselők, újságírók, egyetemi és főiskolai hallgatók, érdeklődő állampolgárok forgatták a könyvet, amelyet nemcsak az Európai Bizottság Magyarországi Delegációja és a Külügyminisztérium terjesztett, de a Magyar Közigazgatási Intézet kurzusai mellett számos egyetemen és főiskolán is az európai integrációs tananyag részévé vált. A kötet többszöri felújítása, átdolgozása során e széles felhasználói körből kiindulva már egyértelműen arra törekedtem, hogy olyan szakkönyvet készítsek, amely egyaránt jól alkalmazható az Európai Unióval a gyakorlatban foglalkozók számára, valamint tankönyvként is megállja a helyét, alapul szolgálva nemcsak a jövő integrációs szakértőinek, de mindazoknak, akik érdeklődnek az Európai Unió működése iránt. Fontosnak tartottam, hogy olyan könyvet állítsak össze, amely egyaránt hasznos az európai integrációt jog-intézményi vagy gazdasági vagy politikai aspektusból vizsgálók számára.
